The Glenrowan Masterplan must be adhered to. Otherwise there is no future for

As part of a 'Revitalisation' of the township of Glenrowan works have been carried out to
beautify the town with the creation of new footpaths etc. 

Heritage Victoria oversaw the work and an archaeologist was on site when a footpath was
dug outside the Inn in Siege st. 

Many of us are very upset by what we see today.

Work also took place in other locations also covered by the Heritage overlay.

       

 

I asked Heritage Victoria about the works and received the following info:

A Permit was issued in July 2005 for:

Works associated with Glenrowan Revitalisation project, including roadworks, 
drainage, power undergrounding (to Gladstone Street), landscaping, lighting and 
installation of street furniture.


There were a number of conditions on the permit.  They were:


1.        All subsurface work conducted within the "Siege Site" area, are to be monitored by an appropriately qualified historical archaeologist, at all times.  If any significant archaeological material is exposed at any time, all works in the direct vicinity must cease and Heritage Victoria must be contacted.  It is likely that detailed hand-excavation will be required for any significant archaeological deposits that are exposed.

2.        All earthworks adjoining the historic Annie Jones Inn site and the adjoining block  must be undertaken by the project archaeologist . These areas are considered to have a high level of archaeological potential.

3.        If any archaeological material is exposed at any time during the works in the vicinity of Gladstone Street, works in the area must cease and the project archaeologist and Heritage Victoria must be notified.

4.        If any Aboriginal archaeological remains are located at any time, all works must cease and Heritage Victoria and Aboriginal Affairs Victoria must be notified immediately.

ANY NATURAL PERSON WHO CARRIES OUT WORKS OR ACTIVITIES NOT IN ACCORDANCE WITH THE PERMIT OR CONDITIONS IS GUILTY OF AN OFFENCE AND LIABLE TO A PENALTY OF UP TO 2,400 PENALTY UNITS ($250,000) OR 5 YEARS IMPRISONMENT OR BOTH, OR IN THE CASE OF A BODY CORPORATE 4,800 PENALTY UNITS ($500,000).

The particular offence is found in section 64 of the Heritage Act 1995.   

Nothing can be removed from the site unless there is a permit authorising its removal.

GLENROWAN REVITALISATION PROJECT

    After months of holes, mounds of dirt, machinery and red safety fencing dominating
the main business area of Glenrowan, there was a change for the better just prior to the
long weekend.

    The area was tidied up, much of the safety fencing removed and new, much needed 
signs erected. At last there is a feeling amongst locals that the Glenrowan Revitalisation
Project is making visible progress.

    The undergrounding of power is completed within overhead power line cables now
removed and power pole removal to be completed in the near future.

    A significant portion of stone pitched kerbing and footpath has been prepared and
laid in both the Gladstone Street and Siege Street areas.

    Over recent weeks there has been an increase in signage within the town, particularly
with regard to advising locals and visitors that Kate st and part of Woolshed rd, near to
the overpass or from the Melbourne end of town (a two way section of Woolshed rd)

    While the introduction of One Way traffic sections within the town has caused some
confusion and consternation among local business people and residents, the council
is urging everyone to give it a trial run, at least until Easter when they will review the 
situation.
